Plain-language change summary

The latest version of Bill S.313 includes new provisions that ensure no student is put on a waitlist or denied access to career technical education (CTE) due to capacity issues, as long as transportation to a suitable alternative program is provided. Additionally, it emphasizes the need for flexible delivery models for CTE, suggesting that programs can be offered at local high schools or through hybrid formats to improve accessibility for students. These changes aim to ensure that all students have the opportunity to gain valuable skills and enter the workforce or continue their education without unnecessary barriers.
