7 (1) As used in this section:

(4) (a) The state board shall, in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, make rules that:

(d) The state board shall, in accordance with Title 63G, Chapter 3, Utah Administrative -Rulemaking 5Act, -make 1strules Sub.implementing this Subsection (5).
