Plain-language change summary

The recent amendments to Bill SB 53 made the process for withdrawing retirement contributions more streamlined by removing the requirement for members to provide a copy of their driver's license or other government-issued ID. Now, when a member applies to withdraw their accumulated contributions, they simply need to fill out an approved form and have their spouse sign it if they are married. This change is important because it lessens the barriers for members to access their funds, particularly for those who may not have easy access to identification. Additionally, it allows members to certify under penalty of perjury if they can't obtain their spouse's signature, adding flexibility to the process.
