B E IT ENACTED BY THE LEGISLATURE OF THE S TATE OF SOUTH D AKOTA :
The Board of Regents may contract for the planning, site preparation, construction, completion, furnishing, equipping, and maintaining of a soccer venue at the South Dakota State University, together with any heating, air conditioning, plumbing, water, sewer, electrical, sidewalks, parking, landscaping, and envelope systems, architectural and engineering services, and any other services or actions as may be required for an estimated cost of $5,040,000.
There is appropriated to the Board of Regents, for the purposes authorized in this Act, the sum of $5,040,000 in other fund expenditure authority for donated moneys, together with any additional sums received pursuant to section 4 of this Act, and permitted adjustments pursuant to section 3 of this ActAct. Section 3.
