(Effective from passage) (a) There is established a task force to study the employment and role of school resource officers in public schools and to develop recommendations regarding whether school resource officers should continue to be employed or assigned in public schools, and, if so, what their duties and role should be within the schools and community in which they are assigned.

6535 (3) The degree of involvement in and relationship of the school resource officer with the school community for which such school resource officer is assigned beyond interactions involving student discipline and school-based arrests;

(8)The grade levelstowhichaschoolresourceofficer isassigned;and (9) Whether, on a state-wide, district and individual school level, a correlation exists between a school's climate for student success and the relationship established between local and regional boards of education and school resource officers as outlined in the memorandum of understanding described in subdivision (1) of this subsection, and the factors described in subdivisions (2) to (8), inclusive, of this subsection.

6535 of whom is a representative of the Connecticut Association of Public School Superintendents, one of whom is a school resource officer and one of whom is the parent or guardian of a student enrolled in a school in which a school resource officer is assigned or employed;
3966 2 of 5 Raised Bill No.6535 member ofa boardofeducationfor aschooldistrict that assignsaschool resource officer to one or more schools under its jurisdiction, but such school resource officer is employed by the local law enforcement agency;
(3) Two appointed by the majority leader of the House of Representatives, one of whom is a representative of Special Education Equity for Kids of Connecticut and one of whom is a representative of the Connecticut Education Association;
(2) Two designated by the Connecticut Association of Public School Superintendents, one of whom is a superintendent of schools for an urban school district that makes use of one or more school resource officers and one of whom is a superintendent of schools for a rural or suburban school district that makes use of one or more school resource officers;
(4) Two appointed by the majority leader of the Senate, one of whom is a representative of the Juvenile Justice Policy and Oversight Committee, established pursuant to section 46b-121n of the general statutes, and one of whom is a representative of the American Federation of Teachers-Connecticut;
(3) Two designated by the Connecticut Association of School Administrators who are administrators of schools in which a school resource officer is assigned;
(5) Two appointed by the minority leader of the House of Representatives, one of whom is a school resource officer and one of whom is a representative of the Connecticut Association of School Administrators;
(4) One designated by the Connecticut Education Association who is a teacher in a school in which a school resource officer is assigned;
(6) Two appointed by the minority leader of the Senate, one of whom is a school resource officer and one of whom is a member of the Connecticut Association of Schools;
(5) One designated by the American Federation of Teachers- Connecticut who is a teacher in a school in which a school resource officer is assigned;
(7) Two appointed by the chairperson of the Black and Puerto Rican Caucus of the General Assembly;
(6) Six designated by the Connecticut Police Chiefs Association, two of whom are police chiefs for local law enforcement agencies that have entered into a memorandum of understanding with a local or regional board of education for purpose of assigning school resource officers to schools in the school district, two of whom are school resource officers in urban school districts and two of whom are school resource officers in rural or suburban school districts;
(8) The Commissioner of Education, or the commissioner's designee;
and (7) The Commissioner of Education, or the commissioner's designee.
(9) The Commissioner of Emergency Services and Public Protection, or the commissioner's designee;
(d)Alldesignationstotheworkinggroupshallbemadenotlaterthan thirty days after the effective date of this section.
and (10) The Child Advocate, or the Child Advocate's designee.
Any vacancy shall be filled by the designating authority.

(e) The Commissioner of Education, or the commissioner's designee, LCO No.

3966 3 of 5 Raised Bill No.6535 shall serve as the chairperson of the working group.
(e) All initial appointments to the task force shall be made not later thanthirty daysafter theeffective date ofthis section.Any vacancy shall be filled by the appointing authority.
The chairperson shall schedule the first meeting of the working group, which shall be held not later than sixty days after the effective date of this section.
(f) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the task force from among the members of the task force.
(f) Not later than January 1, 2022, the working group shall submit a report on its findings and any recommendations for revisions to the equalization aid grant formula to the joint standing committee of the General Assembly having cognizance of matters relating to education, inaccordancewiththeprovisionsofsection11-4aofthegeneralstatutes.
Such chairpersons shall schedule thefirst meeting ofthe task force, which shall beheld not later thansixty days after the effective date of this section.
The working group shall terminate on the date that it submits such report or January 1, 2022, whichever is later.
(g) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to education shall serve as administrative staff of the task force.
(h) Not later than July 1, 2022, the task force shall submit a report on its findings and any recommendations for revisions to the laws governing the use of school resource officers in schools to the joint standing committee of the General Assembly having cognizance of matters relating to education, in accordance with the provisions of section 11-4a of the general statutes.
The task force shall terminate on the date that it submits such report or July 1, 2022, whichever is later.

To (1) convene a working group to examine the employment and role of school resource officers in public schools, (2) conduct a study to determine whether classroom doors that can be locked from the inside and outside of the classroom should be included in school safety infrastructure criteria, (3) require the Department of Education to develop a state-wide plan for responding to large-scale school crisis events, and (4) require the Department of Emergency Services and Public Protection to conduct random audits to ensure that the school security and safety plans are being developed and implemented in schools.
