This act shall take effect as follows and shall amend the following sections:

None Explanation The bill requires the Department of Energy and Environmental Protection (DEEP), to submit to the Governor and the Environment Committee, recommendations for:
(1) recycled content requirements for products sold in the state, and (2) for multi-state coordination in the development of recycled content standards.
This is not expected to result in a fiscal impact since DEEP has staff with expertise for this purpose.

425 OLR Bill Analysis SB 928 AN ACT CONCERNING RECYCLED CONTENT FOR PRODUCTS SOLD IN CONNECTICUT.
SUMMARY This bill requires the Department of Energy and Environmental Protection commissioner, by December 1, 2022, to submit to the governor and the Environment Committee recommendations for (1) recycled content requirements for products sold in Connecticut and (2) multi-state coordination in developing the standards.
The bill requires the commissioner to do this in consultation with retailers, manufactures, and recycling businesses in the state and regional organizations such as the Northeast Recycling Council.
She must also consider recycled content standards from other states and jurisdictions.
