AN ACT CONCERNING THE PRIORITIZATION OF IN-STATE STUDENTS AT PUBLIC INSTITUTIONS OF HIGHER EDUCATION.
That title 10a of the general statutes be amended to require public institutions of higher education to give priority to in-state students for admission and to allocate state funding for in-state students prior to applying such funds for any other purpose.
Section 1.
Statement of Purpose:
(NEW) (Effective July 1, 2021) Not later than January 1, 2022, the Board of Trustees of The University of Connecticut and the Board of Regents for Higher Education shall each (1) adopt a policy giving priority for admission to students who, if such students were admitted, would be classified as in-state students pursuant to the provisions of sections 10a-29 and 10a-30 of the general statutes to the public institutions of higher education governed by said boards, and (2) submit, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to higher education the policy adopted pursuant to subdivision (1) of this section.
To require public institutions of higher education to prioritize in-state students for admission and for the allocation of state funds.
This act shall take effect as follows and shall amend the following sections:
