Plain-language change summary

The recent amendment to Bill H 3107 clarifies that fertilized human eggs or embryos that exist outside of a woman's body are not legally recognized as unborn children or any similar term under South Carolina law. This change is important because it establishes a legal distinction between embryos outside the womb and those that are developing in the uterus. The amendment could impact discussions and decisions relating to reproductive rights, health care, and bioethical issues in the state.
