Plain-language change summary

The recent amendment to Bill S 997 allows South Carolina motor vehicle dealers to sell vehicles through consignment. Previously, a certificate of title was required for any vehicle sale in the state, but this change creates a new avenue for dealers to facilitate sales without the need for a title in hand. This matters because it can enhance the flexibility for buyers and sellers, potentially making it easier for dealerships to manage inventory and improve sales opportunities.
