Plain-language change summary

The changes to Bill S 218 involve the removal of detailed language regarding the Department of Veterans' Affairs (DVA) and the transfer of responsibilities for veterans' homes from the Department of Mental Health (DMH) to the DVA. The updated bill clearly states that the DVA will create and enforce its own criteria and procedures for admitting and discharging residents of veterans' homes. This simplification is important as it streamlines the process, ensuring that the DVA has the authority to implement its own rules, which may lead to improved care and management for veterans.
