Plain-language change summary

The recent amendment to Bill S 769 adds provisions that ensure the State of South Carolina can continue to pay its recurring expenses in the event that the fiscal year 2026-2027 begins without an enacted budget. This change clarifies how state expenses will be managed and addresses the funding of debt service obligations, ensuring that essential payments can still be made. This matters because it helps maintain government operations and financial stability even in the absence of a formal budget, which is crucial for the smooth functioning of state services.
