Plain-language change summary

The updated version of Bill H 3909 introduces a new provision that allows eligible public employees in South Carolina to receive payment for any unused annual leave exceeding 45 days at the end of the calendar year. This change matters because it provides financial compensation for employees who accumulate more leave than they can use, helping to recognize their service and support their financial wellbeing. This adjustment aims to retain valuable employees by not penalizing them for taking less time off.
