The latest version of Bill H 3318 removes the requirement for runoff elections in special primary elections held to fill vacancies. Previously, if no candidate received a majority of votes, a runoff election would be required. Eliminating this step could streamline the election process, making it quicker and less costly, which may encourage more candidates to run and increase voter participation.
