Plain-language change summary

The updated version of SB 755 removed a requirement for state agencies to submit annual progress reports on their procurement of small, women, and minority-owned businesses. Instead, the focus has shifted entirely to establishing certification programs for these businesses, specifying rules that deny certification to vendors from states that do not offer similar support. This change matters because it streamlines the process, potentially making it easier for local minority-owned businesses to compete for state contracts and ensuring they are not disadvantaged by out-of-state vendors.
