The recent amendment to Bill HB 78 clarifies the definition of "consent" by emphasizing that it must involve a clear affirmative act from consumers, showing that they fully understand and agree to the processing of their personal data. This change matters because it strengthens consumer rights by ensuring that consent cannot be assumed and must be explicitly given, leading to better protection of personal information. Additionally, it helps make the legislation more precise and easier to enforce.
