Plain-language change summary

The amendment adds a fiscal estimate indicating a potential increase in annual State expenditures related to the expansion of services under the NJ Statewide Student Support Services program to include eating disorder services. This reflects the expectation that the Department of Children and Families will provide awareness, prevention, and counseling services for eating disorders, potentially increasing the overall costs if these services are not currently part of the program.

In addition to tiered services, each hub is staffed with a limited number of prevention specialists and licensed clinicians who can be mobilized to deliver services locally, when and where they are needed, both in school and community settings.  Each hub also has a director and support staff.
Tier 1 services are comprised of on-demand universal supports, including but not limited to, in-person or virtual workshops and school assemblies for students, online seminars and tutorials for parents and appropriate school staff, and social-emotional learning curricula.  Tier 2 services are comprised of targeted small-group interventions and prevention supports, including, but not limited to, workshops, extracurricular activities, and mentorship programs.  Tier 3 services are comprised of assessment and brief individualized clinical interventions for youth in distress in order to stabilize the youth’s mental health or address an immediate problem, and connect the youth and their family to community-based providers to support the youth’s ongoing mental health needs.
The services each hub provides are based upon the existing needs of the community, as determined through collaborating with a hub-specific Advisory Group comprised of students, parents, caregivers, school personnel, social service agencies, businesses, faith-based organizations, and other community and civic leaders.  Under the contract with the Department of Children and Families, hubs are to solicit input from the Advisory Group on existing community resources in order to determine the focus, design, and delivery of hub programs, supports, and services.
       2.  The Department of Children and Families shall adopt rules and regulations, in accordance with the “Administrative Procedure Act,” P.L.1968, c.410 (C.52:14B-1 et seq.), to effectuate the purposes of this act.
For reference, in FY 2025, the NJ Statewide Student Support Services program was supported by a $43 million appropriation from the General Fund.  The FY 2026 Appropriations Act maintained this level of funding for the current fiscal year, with $8.4 million from the General Fund and $34.6 million from the Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Fund.
