The amendment to Bill SB 474 changes the timeline for implementing zero-based budgeting, now starting in 2027 instead of 2026. Additionally, the requirement for the Governor to submit a zero-based budget has been pushed from 2025 to 2026. This shift matters because it gives more time for agencies to prepare for this budgeting method, which may lead to a more efficient and transparent allocation of state funds.
