Plain-language change summary

The updated version of HB 734 clarifies that if a tenant is permanently displaced due to their rental housing becoming uninhabitable, their security deposit can be used by the landlord to cover any unpaid debts owed prior to the displacement. However, the tenant will still receive any remaining amount of the security deposit after those debts are settled. Additionally, the bill maintains that landlords must offer displaced tenants either the first option to return to their original housing once it is repaired or to relocate to a similar available unit if they choose. This change matters because it provides tenants with some financial protection while ensuring that landlords can recoup any past due rent.
