Plain-language change summary

The proposed amendment to Bill SB 305 updates the existing rules around the debarment or suspension of contractors. It now specifies that unsatisfactory performance can be cited not just for actions in Pennsylvania, but also for similar failures in any other state. This change is important because it broadens the criteria for holding contractors accountable, ensuring that those with a history of poor performance elsewhere cannot easily secure contracts in Pennsylvania.
