Plain-language change summary

The amended version of Bill A3964 allows individuals to apply for a marriage or civil union license remotely without a waiting period during the public health emergency declared by Executive Order 103 of 2020. The change simplifies the application process by removing the requirement for one party to have a life-threatening diagnosis in order to apply. This means that more couples can apply for licenses without delays, making it easier for them to formalize their relationships during the emergency period.
