The amended bill includes new provisions that establish the responsibility of the State to protect the health and safety of individuals detained for civil immigration purposes. It defines the terms related to agreements authorizing the detention of these individuals by state or local agencies. Additionally, the amendment clarifies that no agreements can be made to house individuals for civil immigration violations. This matters because it formalizes the State’s role in safeguarding the well-being of detainees and regulates the agreements that govern their detention.
