Plain-language change summary

The revised version of Bill HB 3552 removes the phrase about preventing the Department of Human Services from penalizing childcare providers. This change is significant because it clarifies the bill's intent regarding how providers can apply their charges to parents, especially in relation to the state's subsidy reimbursement rates. Essentially, it signals a more flexible approach for childcare providers in managing fees under the subsidy program, which could impact parents' out-of-pocket expenses.
