Plain-language change summary

The amendments to Bill SB 942 mostly involve the addition of details and clarification on how educational programs should treat students and employees at higher education institutions. Notably, they remove specific provisions about an effective date and an emergency declaration. These changes help ensure that the bill focuses on defining terms and enforcing standards for fairness in education without the urgency implied by an emergency clause. This matters because it allows for a more thorough examination of the bill's provisions before implementation.
