Plain-language change summary

The amendment to HB 3232 has replaced the entire bill originally focused on the "State Government Act of 2026" with new language concerning the land application of sludge. This significant change shifts the bill's focus away from state government processes to environmental regulations related to waste management. This matters because it could impact how sludge is handled, affecting public health and environmental quality in Oklahoma.
