Plain-language change summary

The recent amendments to Bill SB 423 simplify the language around accessing medical records and remove the proposal for criminal penalties related to breaches of these regulations. Instead of criminalizing certain actions, the bill now focuses on administrative penalties and authorizes fees for records access, which could help ensure that patients have the right to their medical information while also making the process clearer. This change matters because it aims to balance patient rights with regulations in a more straightforward manner without creating the potential for criminal charges.
