Plain-language change summary

The bill has been revised to remove the title "Kenny's Law" and the requirement for gates to remain closed at all times. Instead, it now mandates that individuals must maintain the position of the gate when entering designated areas, with specific penalties for not complying. This change is important because it clarifies the responsibility of individuals regarding gate usage while allowing some flexibility, which can help better manage agricultural access and security. The penalties for violations have also been made more structured, escalating for repeat offenders.
