The updated version of HB 1280 adds a requirement that each school district must now spend at least fifty percent of its annual budget on instructional expenditures, starting with the 2025-2026 school year. Additionally, if a district spends less than this amount, it is now mandated to increase its instructional spending by at least two percent each year until it meets the threshold.
