Plain-language change summary

The amendment to Bill SB 23 primarily clarifies the tax treatment of wind power projects. It specifies that these projects will not be classified as pollution control facilities for tax purposes, which means that wind turbines and towers will be taxed as real property rather than personal property. This change is significant as it alters how wind energy projects are assessed for taxation, potentially affecting the financial viability and incentives for investing in renewable energy sources.
