The amended version of Bill SB 1541 includes new definitions and clarifications related to greenhouse gas emissions and fossil fuel businesses. Notably, it specifies which agencies will assess the costs associated with these emissions and expands the definition of a "responsible party" to focus on entities with significant greenhouse gas impacts. This matters because it helps establish accountability for major contributors to climate change and aims to improve the state's response to environmental challenges. Overall, these changes strengthen the bill's focus on reducing greenhouse gas emissions and promote climate resilience.
