The amendment adds a section that specifies eligibility for State student financial assistance programs, allowing students who meet certain criteria from P.L.2013, c.170, including those enrolled in independent institutions, to apply for such aid, regardless of whether they are in public institutions. It clarifies that this section complies with federal law, which may facilitate broader access to financial aid. There are no fiscal estimates included in the amended text.
