Plain-language change summary

The recent amendment to Bill SB 1477 clarifies the eligibility criteria for educational programs aimed at individuals aged 21 to 30 who have not completed high school. It specifically allows these individuals, if they have a valid reason for not attending school before turning 21, to access the same educational opportunities available to younger students. This change is significant because it provides a pathway for older students who may have faced challenges in their education to get back on track and complete their studies. It emphasizes inclusivity and supports lifelong learning, benefiting both the individuals and the wider community.
