Plain-language change summary

The revised bill clarifies that ticket resellers can only offer tickets if they actually possess them or if they have explicit authorization in a written contract to obtain them from the original ticket seller. This change aims to prevent speculative ticket sales, where resellers list tickets they do not actually own or have access to. This matters because it helps protect consumers from inflated prices and ensures that tickets are reliably available through authorized sources.
