Plain-language change summary

The amendments to HB 3313 adjust the minimum employer contribution rate for a defined contribution retirement system from 6% to 7%. This change is significant as it increases the amount employers must contribute to employees' retirement plans, potentially boosting retirement savings for workers. Additionally, the bill clarifies that it will apply to employees who become participants in the system starting November 1, 2026, ensuring those future employees benefit from the higher contribution rate.
