Plain-language change summary

The amendments to Bill SB 2139 modify the requirements for amending restrictive covenants on property. Specifically, the bill now states that if a restrictive covenant has been in place for over ten years, it can be altered with approval from 70% of property owners in the area; or if it has been in effect for over fifteen years, it can be amended with 60% approval. This change is significant as it makes it easier for communities to update or eliminate outdated or discriminatory covenants, supporting greater equity in housing and development practices.
