Plain-language change summary

The bill HB 4191 has been amended to clarify the definitions and eligibility criteria for businesses seeking incentives under the Small Employer Quality Jobs Act. Notably, it specifies that the Oklahoma Department of Commerce will make determinations about basic industry classifications, rather than leaving it open-ended. This change is significant as it aims to streamline the process for businesses to qualify for financial incentives, potentially encouraging more small employers to participate in the program.
