For the purpose of ensuring continuity of services, the State Commissioner of Health shall, in collaboration with the Department of Mental Health and Substance Abuse Services, conduct a feasibility study to gather and analyze information and considerations related to a potential consolidation of the State Department of Health and the Department of Mental Health and ENGR.

The State Commissioner of Health, if he or she is appointed as Commissioner of Mental Health and Substance Abuse Services, including on an acting or interim basis, for the limited purpose of conducting the feasibility study described in Section 1 of this act.
