Plain-language change summary

The updated version of SB 713 now explicitly requires both new and existing wind energy facilities in Oklahoma to apply for the installation of light-mitigating technology systems before they can begin operations or must do so by a specified deadline if they are already established. This change emphasizes the importance of reducing the visual impact of wind turbines on aircraft navigation, helping to enhance safety for pilots and passengers alike. Additionally, the revisions include clarifications on deadlines for technology implementation and create provisions for counties to issue revenue bonds to assist with costs, supporting both renewable energy initiatives and local funding.
