Plain-language change summary

The amendments to SB 1089 clarify the requirements for determining a person’s competency in legal proceedings. They establish a process for civil commitment, including the right to appeal and the appointment of legal counsel when necessary. This matters because it aims to ensure fair treatment for individuals undergoing competency evaluations, providing them with necessary legal protections and support.
