Plain-language change summary

The latest version of Bill HB 2197 changes the language regarding meal plans for students at Oklahoma's research universities. Previously, the bill applied to all students, but now it only specifies that in-state students cannot be required to purchase a meal plan. This distinction matters because it ensures that in-state students have more flexibility in managing their finances while attending college. Additionally, the effective date has been modified, clarifying when the law will take effect.
