The changes in HB 2136 primarily clarify the purpose of a new fund established for the Oklahoma Military Department. The fund, called the "Oklahoma National Guard Supplemental Retirement Pay Revolving Fund," is intended to support retirement payments for National Guard members. This matters because it ensures that the necessary resources are available and can be efficiently used without being limited by fiscal year constraints, enhancing financial stability for military personnel benefits.
