Plain-language change summary

The changes to Bill SB 133 clarify the requirements for groundwater permits. Previously, applicants using groundwater for medical marijuana facilities were specifically required to present a valid license, which has now been broadened to include a variety of necessary documentation for all groundwater users. This change matters because it standardizes the permit application process, likely making it easier for various users to comply with the regulations while ensuring that the necessary oversight is maintained.
