Plain-language change summary

The updated version of HB 2431 clarifies the rules around personalized license plates in Oklahoma. It specifies that once a personalized plate is removed from a vehicle during a change of ownership, it can only be used again on a different vehicle if that vehicle has been registered for the current year. This change is important because it prevents the plates from being transferred to another person without first going through the proper registration process, helping maintain order within the licensing system.
