The most notable change in Bill SB 998 involves modifications to the application process for cost recovery related to transmission upgrades by electric utilities. The amendments clarify that certain costs are presumed recoverable unless proven excessive compared to the approved project. This matters because it impacts how utilities can recover expenses, potentially affecting electricity rates for consumers. By streamlining the approval process, it could aid in more efficient transmission upgrades, ultimately benefiting the infrastructure and service reliability.
