Plain-language change summary

The amendment to HB 1541 updates the focus of the bill to specifically address septic systems and their regulation, shifting authority exclusively to the Department of Environmental Quality. It also expands the structure and responsibilities of the Environmental Quality Advisory Committee to include more representation from local public health units and licensed septic installers. This change is significant because it centralizes the management of septic systems under a dedicated authority, which may improve oversight and public health outcomes related to wastewater management.
