NO SECRET POLICE FACIAL COVERINGS, IDENTIFICATION, AND RECORDING DRS45522-NQa-52Senate Bill 982-First Edition Page 3 General Assembly Of North Carolina Session 2025 SECTION 2.1.(a) Chapter 17F of the General Statutes is amended by adding a new section to read:
– Any opaque mask, garment, or other item that conceals or obscures the facial identity of the wearer, including a balaclava, tactical mask, gator, ski mask, and anyanysimilar similar type of facial covering or face-shielding item.
(a) For purposes of this section, "federal law enforcement" means any officer, agent, employee, or other personnel employed or contracted by any agency of the United States Page 4 DRS45522-NQa-52Senate Bill 982-First Edition General Assembly Of North Carolina Session 2025 government, including Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE).
Article 1 of Chapter 64 of the General Statutes is amended bybyadding adding a new section to read:
