In the revised version of Senate Bill 946, there are a few notable changes that involve clarifying terms and conditions related to bond issuance for education funding. Specifically, some language has been added to outline the responsibilities of the State Treasurer in managing accounts and reporting, which aims to ensure transparency and accountability in how bond proceeds are used. These modifications matter because they help to establish a more structured approach to how education funds are raised and spent, ultimately supporting confidence among voters and stakeholders about the use of taxpayer money.
