Rules and Operations of the Senate May 4, 2026 A BILL TO BE ENTITLED AN ACT TO REQUIRE THE STATE EDUCATION ASSISTANCE AUTHORITY TO STUDY THE FEASIBILITY AND ADVISABILITY OF ESTABLISHING A STUDENT LOAN FORGIVENESS AND TALENT RETENTION PROGRAM FOR GRADUATES OF PUBLIC INSTITUTIONS OF HIGHER EDUCATION LOCATED IN NORTH CAROLINA AND TO APPROPRIATE FUNDS FOR THAT PURPOSE.
and Whereas, policies that encourage graduates of public institutions of higher education to remain in North Carolina following completion of their postsecondarypostsecondaryeducation educationmayimprove may improve workforce retention and strengthen the economy of the State;
– The State Education Assistance Authority, in consultation with the Board of Governors of The UniversityUniversityof of North Carolina, the State Board of Community *DRS35422-MTa-192**S959-v-1* General Assembly Of North Carolina Session 2025 Colleges, the Department of Commerce, and any other relevant stakeholders in the area of workforce and economic development, shall study the feasibility and advisabilityadvisabilityof of establishing a Student Loan Forgiveness and Talent Retention Program for eligible student loan debt.
The study shall evaluate possible Program structures in North Carolina and costs necessary to encourageeligibleborrowersencourageeligibleborrowersto to remainin North Carolinaforasustainedperiod oftimefollowing graduation, including at least the following:
