Plain-language change summary

In the latest version of Senate Bill 63, the references to the "Department of Transportation" and the "Board of Motor Vehicles" were removed, along with some redundancy in the text. This change is important because it simplifies the language of the bill, making it clearer and easier to understand, which could help ensure that the intended audiences grasp the updates and implications of the legislation. Additionally, the bill still maintains its expiration date of June 30, 2029, which limits its relevance and application to a specific timeframe.
