Plain-language change summary

The latest version of House Bill 1123 has removed a section that allowed for the inclusion of previously authorized amounts from other General Assembly acts in the calculation of bond limits for certain projects. This change simplifies the bond issuance process by focusing strictly on the amounts specified in this current act and the allowable increase for costs. It matters because it can provide more clarity on funding limits, potentially making it easier for the Board of Governors to finance necessary projects without confusion about previous authorizations.
