The recent changes to House Bill 938 clarify definitions related to digital electronic products and the entities involved in their repair. Specifically, the definitions of "independent repair provider," "manufacturer," and "owner" have been retained with slight adjustments to improve clarity, such as adding that a dealer can still be considered independent in certain contexts. These changes are important because they enhance the bill's focus on expanding access to repairs by clearly defining who can provide services and ensuring that consumers have more options for maintenance and repairs of their electronic devices.
